Rectify B-Notice and Backup-Withholding Desk
For creator platforms, studios and clubs that file 1099s for many performers

The IRS sent a list. The clock is in business days.

Rectify keeps every CP2100 and CP2100A listing and works out, payee by payee, what Publication 1281 says to do next: start 24% backup withholding on a missing TIN, send the First B Notice with a W-9 inside 15 business days, the Second B Notice on a repeat within three years, or correct your own records and send nothing. Every date is on one list.

The problem

First notice, second notice, or your own mistake.

When names and taxpayer IDs on a payer’s 1099s do not match, the IRS’s B program sends a CP2100 or CP2100A. A missing or obviously wrong TIN starts 24% backup withholding at once. A mismatch sends the First B Notice with a W-9; listed again within three years, the Second B Notice. No answer, and withholding starts no later than 30 business days in. A platform with hundreds of performers gets these every year.

CP2100

the notice the B program sends to payers who filed incorrect TINs; First B Notice with a W-9, Second within three years.

IRS →
24%

the backup withholding rate, covering 1099-NEC payments and 1099-MISC royalties.

IRS →
15 business days

to send the First B Notice from the notice’s date or the day it arrived, whichever is later.

Will not let withholding stop before the answer comes.

Each case shows its next step in words and what is behind. Withholding cannot be marked stopped before the W-9 or the validation arrives. A missing TIN with withholding never started is named as late. A repeat listing in the same calendar year is shown as one that may be disregarded.

How it works

Payees, listings, cases

List the payees

Name as filed, account number, and the TIN type and last four digits only.

Enter each listing

The notice, its date, the day it arrived, the tax year, and each payee on it. First, second or disregard is worked out from history.

Work the cases

B notices sent, W-9s and validations received, withholding started and stopped, records corrected, and the amount for Form 945.

What it will never do

It works out the steps. It sends and withholds nothing.

Rectify tells you what to send and when. You send the notices and run the withholding.

No full TINs.The type and last four digits only.
No mailing. You send each B notice; Rectify records the day.
It is not an accountant.Form 945 is yours to file.
It never touches a payment. The subscription is for software.

Questions

The ones we actually get asked

What if our own records were wrong?

Then you filed it wrong: correct the records and send nothing. Rectify says so.

What does the Second B Notice ask for?

No W-9 this time: a copy of the Social Security card, or IRS Letter 147C for an EIN.

When does withholding stop?

Within 30 calendar days of the W-9 or the validation. Rectify will not let it be marked stopped before.

Is this tax advice?

No. It is Publication 1281, on a calendar.

What do I actually get when I pay?

The demo on this page is the whole program, running on invented records. Paying gets you a licence key — one line of text, emailed to the address you give at checkout within two working days. Paste it into the program and from then on it keeps your own records. Until then, nothing you type into it is kept.

The key is checked inside the page, on your own machine. It never calls us, so there is still no account and nothing about your business goes anywhere. If you ever stop paying, your records stay exactly where they are, read-only, and Export still hands you every one of them.

The invented platform has a payee listed twice in three years, a first notice waiting on its W-9, a missing TIN with withholding never started, a listing where its own filing was wrong, and a same-year repeat that may be disregarded.
