Handrail writes and keeps the Injury and Illness Prevention Program every California employer must have — all eight elements in plain words — and the work behind it: inspections when it starts, on a schedule and when a new hazard comes in, each hazard with its fix-by date; training for every new hire, assignment and hazard; and every injury investigated.

The problem
Title 8, section 3203 requires every California employer to establish, implement and maintain a written Injury and Illness Prevention Program: who runs it, how hazards are reported without fear of reprisal, inspections, injury investigation, correcting hazards and training. A fog machine, a new stage, a server moved to the door — each is a new hazard or assignment the program has to catch.
every employer shall establish, implement and maintain a written program.
Cal. Code Regs. tit. 8 →when the program is first set up, and whenever new hazards are introduced.
Cal. Code Regs. tit. 8 →at least, that inspection and training records are kept.
An imminent hazard or a late fix leads the list. An overdue scheduled inspection, an untrained person on a new hazard or assignment, an injury not investigated and an empty element of the program are each on it. The file says In order only when there are none.
How it works
The eight elements, started in plain text for you to make your own, and who is responsible.
The first, scheduled and hazard-driven inspections, each hazard with a fix-by date, marked fixed when it is.
Training given by person and topic; every injury with when, why and what stops it again. Print the file.
What it will never do
Handrail records what you inspected, fixed and trained. Cal/OSHA judges it.

Questions
Lighter record rules apply. Handrail explains them and still keeps the program.
New equipment, a new process, or one that comes to light. Each sets off an inspection and training for the roles it affects.
Imminent: now. Serious: seven days. Minor: thirty, or a date set by hand.
No. It is the program you wish you had written.
The demo on this page is the whole program, running on invented records. Paying gets you a licence key — one line of text, emailed to the address you give at checkout within two working days. Paste it into the program and from then on it keeps your own records. Until then, nothing you type into it is kept.
The key is checked inside the page, on your own machine. It never calls us, so there is still no account and nothing about your business goes anywhere. If you ever stop paying, your records stay exactly where they are, read-only, and Export still hands you every one of them.
The invented club’s stage-stair handrail is 19 days past its fix date and the scheduled inspection is ten days overdue. Two bartenders are untrained on a new fog machine, a server moved to the door with no training, a kitchen slip was never investigated, and the reporting element is empty.
