Bursar keeps the year’s running total for every out-of-state performer in California, Wisconsin and Missouri, and says before each payment what to hold back: 7% past $1,500 in California, 6% past $7,000 in Wisconsin, 2% past $300 in Missouri. It lists every amount to send, its form and its due date.

The problem
California, Wisconsin and Missouri make the payer hold back part of a nonresident performer’s pay and send it in. Each has its own threshold, rate and form, and each threshold is a total for the year, not one gig — so three small Wisconsin bookings can cross $7,000 together. Miss it, and the club owes what it never took out.
California withholding on gross payments once a nonresident’s payments pass $1,500 in the year.
FTB Publication 1017 →the Wisconsin contract total past which an entertainer’s pay is presumed subject to withholding; WT-11 is due within five days.
Wisconsin Publication 508 →of total compensation, which Missouri venues withhold from nonresident entertainers.
Missouri DOR →“Sent it” refuses, with the reason named, without a date, a confirmation number, or the full required amount — and when less was held back than was owed, it says plainly that the payer owes the difference. A payment that crosses a state’s line is worked out before the money goes.
How it works
Each one, the state they live in, and any exemption, waiver, bond or reduced rate.
State, dates, contract price and what is paid. “What should be held back?” answers before the money goes.
Every payment, the running total, required against held back, the form and the due date. Mark each one sent.
What it will never do
Bursar files and pays nothing. You send each amount on the state’s own form.

Questions
Per year. Each state’s line is a running total of what that performer has been paid, which is why small bookings can add up to withholding.
No nonresident withholding is owed in a performer’s own state. Bursar asks where each one lives.
The payer still owes it. Bursar shows the difference so it can be sent rather than found in an audit.
No. It is the desk your accountant would otherwise keep by hand.
The demo on this page is the whole program, running on invented records. Paying gets you a licence key — one line of text, emailed to the address you give at checkout within two working days. Paste it into the program and from then on it keeps your own records. Until then, nothing you type into it is kept.
The key is checked inside the page, on your own machine. It never calls us, so there is still no account and nothing about your business goes anywhere. If you ever stop paying, your records stay exactly where they are, read-only, and Export still hands you every one of them.
A California payment crossed $1,500 with nothing held back. Three Wisconsin contracts under $7,000 add up past it. Two Missouri nights pass $300 together. Bursar shows what each one owes and when.
