A creator goes live, and is paid for the first time, only on a file that was complete on that date: identity and age verified, a performer record indexed, a tax form on file, a payout account verified and not changed since, the terms in force that day accepted, and consent from everyone else in the first uploads. Change the date and every row below is asked again.
Everybody still on the near side of a door, sorted by how little stands between them and it. A creator with one missing item is a phone call. A creator with five is a file somebody opened and forgot about.
Every attempt to activate a creator or release a first payout, and what the file said on the date asked. There is no override, so there is no override column. A refusal is recorded because the attempt happened, and an attempt is the thing somebody will want to know about later.
Acceptance is a history, not a tick-box. The version that governs is the one in force on the date asked, and a creator who accepted the last one has accepted nothing about this one. Publishing a version reopens every file that has not accepted it, on the day it takes effect.
Intake does not verify anybody. Your vendors do, and they hold what they looked at. This is the list of who ran which check, and the plain-words answer to where its evidence is, because that is the question the reference on every check exists to answer.
